It is difficult to draw a line between cyber cafe and a telecenter. Especially when the nation does not have a clear definition of it and to sustain and such center is inclined towards commercial services.

  Telecenter is a center that would have ICT infrastructure (computer, fax, photo copier, phone, radio, etc) and internet access which also provide free informational services.
